These guidelines are intended to deliver Ministers’ wishes that government websites should be of a high quality, easy to use and inclusive and that they should present a coherent impression of government activity. They acknowledge that content and presentational style may vary, but that basic technical features and good management practice should not. These Guidelines offer a range of good practice for the design of sites, which stresses the need for accessibility, usability, economy for the users and the minimum requirements for content including need to comply with some cross-government policies on information.

At Chancellor Shaw's request, the Office of Electronic Media Communications has developed a best practices document to assist schools and colleges with website development. These guidelines, which are recommended but not mandatory, are intended to provide website developers with current information on website organization, navigation, layout, graphics, technology, and content. Websites that adhere to these guidelines should be easier to maintain and redesign, and will have a more uniform look across platforms and browsers.
